Will switching image stabilizer (IS) in Canon IS lens, the shutter speed when compared when turned off?

I had my Canon lens (with IS) purified from the service center and I got it back it seems that I have a problem with the IS. I do not know if it's just me, or what, but when I switch on A / From the shutter speed is still the same. Any help would be greatly appreciated!

I am a Canon user, even though I own no IS lenses. However, Switching is, should not change the shutter speed. It is easy at slow shutter speeds you can handle.
